避難解除を空間線量で決めてはいけない。実効線量で決めるべき。

これは、森口先生が指摘されていたことでもありますが、空間線量での値と個人の実効線量の値は大きく違い、実際には３分の１程度になります（遮蔽状況で個人により違う）。

ICRP111は年単位の実効線量で個人の被曝を管理するように求めており、参考レベルも年単位の追加被曝の実効線量で設定するように求めています。従って、避難の解除（ICRP111の用語で言えば正当化）も、個人の実効線量で決めるべきです。
